Why I'd choose that way
Khao Lak is Phuket's quiet counterweight, 60 km up the coast, with 20 km of low-rise resorts behind long, casuarina-backed beaches, a crowd of families and divers, no walking street. It's the closest base to the Similan Islands (about 70 minutes by speedboat, open mid-October to mid-May) and an hour from Khao Sok National Park's raft houses. Bang Niang's market is the evening out.
Phuket has everything Khao Lak doesn't, with more than 30 beaches, Old Town, Bangla Road, the Big Buddha, direct international flights, and the widest choice of hotels and restaurants on the coast. It's also busier and a little pricier per day (about ฿1,500 against ฿1,400 on a budget).
They share the Andaman calendar (dry December to April after a clearing November, rough May to October), so weather won't separate them. Your evenings will.

Khao Lak is 80 to 100 minutes north of Phuket airport by car (฿1,800 at the airport taxi counter) or about two hours by shared van (฿550 to 750), so the easiest combination is a Phuket arrival, a few nights on each, and the Similans from Khao Lak.

Is Khao Lak cheaper than Phuket?
Slightly, about ฿1,400 a day against ฿1,500 on a budget, and ฿3,800 against ฿4,000 mid-range. The resort pools are some of the best-value beachfront in Thailand.
Which is better for the Similan Islands?
Khao Lak. The boats leave from Tap Lamu pier nearby and the crossing is about 70 minutes; from Phuket it's a much longer day. The park is open from 15 October to 15 May.
Does Khao Lak have nightlife?
Almost none, and that's the appeal. Bang Niang Market on Monday, Wednesday, Thursday and Saturday evenings is the social event.
How far is Khao Lak from Phuket airport?
