- You want quiet, a night market and a beach close to Bangkok
- Family or older travelers, or a slow seafood-and-spa pace
- Your dates are June to August, when the Andaman is at its roughest
Why I'd choose that way
Phuket is the bigger, brighter, pricier one, with 36 beaches, Old Town's Sino-Portuguese streets, the Big Buddha, Bangla Road, and the best day-trip menu in Thailand. Its rough-sea months are June to September; December to January is peak.
Hua Hin is a royal resort town three to four hours from Bangkok with a 6 km beach, a famous seafood night market, a 1920s railway station and Khao Sam Roi Yot's cave pavilion down the road. It's moderate in crowds, low on nightlife, and it dodges the Andaman monsoon, with its own rainy season in September and October.
The cost gap is meaningful, about ฿1,100 a day on a budget in Hua Hin against ฿1,500 in Phuket, and no flight.

They're on different coasts, a flight from Bangkok to Phuket and a road or rail trip to Hua Hin. Combine them only on a longer trip, with Hua Hin as the Bangkok-end beach.

Phuket, comfortably, with more beaches, clearer water, and the islands offshore. Hua Hin's beach is pleasant and long rather than spectacular.
Is Hua Hin cheaper than Phuket?

Which is better in July?
Hua Hin. July is inside Phuket's rough-sea season and outside Hua Hin's September and October rains.
Is Hua Hin boring?
It's quiet on purpose. If you want bars and beach clubs, go to Phuket. If you want a night market, a long beach and early nights, Hua Hin is exactly right.
