23rd floor has a very nice overview of the patong city. and very close to the mall, walk street to the beach.
Great spot for food, drinks and souvenir shopping while in Patong. The locals are friendly and will barter on prices and make sure to shop around to get the best prices.
The place is dead. Might have been lively at one time. Now, it is Just full of old and tired looking massage places. Very few shops open, and only a few restaurants. No food market. I feel bad for the vendors in here. They don't get any foot traffic. The centre street has a colourful tree and it had young guys sitting outside for massage. Might be for those wanting gay fun? Enjoy of you like that.
