It's the RCA outpost of the Bangkok seafood buffet, near the Royal City Avenue nightlife strip off Rama 9, and it stays open until 05:00, which makes it the only one of the three for a seafood feast after midnight. The format is the brand's usual one, live prawns and crab from the tanks grilled at your table, ice trays of shellfish, sushi and a hot section, with you either helping yourself or ordering by QR code.
Pick it over the other two on timing more than anything. Kodtalay Sukhumvit, out on Sukhumvit 70 in Bang Na, is the cheapest branch, and Kodtalay The Riverfront on Charoen Krung 58 has the Chao Phraya view. This one has the hours, and its location puts it a short ride from the RCA clubs.
