Rooftops in Bangkok fall into two camps, the ones you go to for the drink, and the ones you go to for the view. This one on Lang Suan Road wants to do both, and the price level tells you it takes the cocktails seriously. It's a proper night out sort of place, or the spot you take someone you're trying to impress, rather than somewhere to sink a few cheap beers.
Doors open at 4pm, and that early stretch is when I'd go. You get the sunset, you get a choice of seats, and you get the city switching its lights on in front of you rather than fighting for a spot at the railing at 9pm with everyone else. The crowd is polished but not stiff. Smart casual and you'll be fine.
Skip it if you're after a bargain or a loud night. Upscale pricing on a rooftop in Pathum Wan is exactly what it sounds like, and there are plenty of cheaper drinks a short walk away if that's the mission.
