Pier 21 (Terminal 21 Pattaya)
Pier 21 is the food court occupying the top floor of Terminal 21 shopping mall in central Pattaya, offering an extensive spread of stalls serving authentic Thai street food and other Asian cuisines at prices that remain among the lowest in the city. Dishes like som tam at 40 baht and pork soup at 55 baht give a clear sense of the value on offer — generous, flavourful meals that draw both locals and visitors in equal measure. The sheer variety of stalls means groups with different preferences can eat together without anyone having to compromise. The atmosphere is lively and unpretentious, typical of a well-run Thai mall food court, with air conditioning providing welcome relief from Pattaya's heat. Seating is plentiful, so finding a table is rarely a struggle even during busier periods. Ordering follows a straightforward cashless system: visitors load credit onto a card at the entrance, use it across whichever stalls they choose, and redeem any remaining balance on the way out. Good to know: Pier 21 opens daily at 11:00, with later closing hours of 23:00 on Fridays, Saturdays, and Sundays, and 22:00 on weekdays — making it a practical option for a late meal after shopping or an evening out. Arriving just before the standard lunch or dinner rush helps avoid the busiest periods, particularly on weekends. On-site parking is available through the Terminal 21 mall.

Visitor Reviews
Pier 21 (Terminal 21 Pattaya) is hands down one of the best food courts you’ll find anywhere. Even though Terminal 21 has plenty of fancy, upscale restaurants spread across all the different floors, Pier 21 proves that cheap food doesn’t mean poor quality. The space itself is still clean, stylish, and fun, with a great atmosphere that makes it enjoyable to sit and eat. You’re not paying for ultra-luxury plating or high-end dining, but the food is genuinely delicious—and that’s what matters. As a vegetarian, I really appreciate that they even have a dedicated vegetarian stall, which isn’t always easy to find. The prices are unbelievably low for the quality you get, and it honestly can’t be overstated just how affordable Pier 21 is. If you want great food, huge variety, and incredible value, this place is an absolute must!
The cheapest mall food court ever. Seriously, it’s hard to spend 200 baht on yourself. There are so many stalls to choose from. My personal favorite is the middle stall that sells tom yum and crispy omelette. The iced Thai tea here is sooo good and tastes very similar to well known name brands. But seriously, if you’re craving Thai food, look no further. They have everything here, from tom yum to mango sticky rice and pretty much everything else. However, I couldn’t care less for the stir fried basil stall. They cook everything too quickly, which resulted in undercooked and under seasoned seafood, and I ended up not eating it.
Terminal 21 is my absolute favorite mall to go to I love having coffee and quick bite over there. The top most floor has great selection for food that even locals eat and they have so many options also they have the best bathrooms!!! Trust me when I tell you they have a different theme bathroom for every floor with great lighting so it’s amazing for pictures as well! Must visit if you’re in the pattaya area. Recommend you try Cha Tra Mue Thai tea and also sukiyaki great beef bowls for a great price!!

Tips for Visiting Restaurants & Food
Learn the Spice Scale
Say 'mai pet' for no spice, 'pet nit noi' for a little spice, or 'pet mak' if you want it Thai-hot. Most cooks will default to a toned-down version for foreigners unless you specify otherwise.
Follow the Crowds
The busiest street stalls are almost always the best — high turnover means fresh ingredients and a recipe that locals vouch for. An empty restaurant at dinner time is a red flag.
Ice Is Safe
Factory-made tube or cylinder ice (used in virtually all restaurants and stalls) is made from purified water and is safe to consume. You don't need to skip the iced Thai tea.
