Horizon Rooftop Restaurant and Bar
Sunset is the whole point here, and the 34th floor of the Hilton Pattaya gets you a clean sweep of city and coastline to watch it from. Get there about an hour before the light goes and you'll catch the happy hour buy-one-get-one, which softens the roughly 450 baht drinks considerably. Later on a DJ comes in and the blue accent lighting takes over, so it works just as well as a bar you never eat at.
If you do eat, the garlic parmesan bread starter comes up again and again in reviews, and the pasta side of the menu earns its keep. Prices are upscale by Pattaya standards. Most people walk out thinking it was fair for the setting and the service, but go in knowing that.

Reviews from Google
5-stars given for drinks; I have not eaten any food here. The best time to come up to the roof-top is during happy hour specials (Buy one drink, get a second one free) about 1 hour before sunset. Drinks are about 450 baht, so bring a 1000 baht note. No reservation is needed until later in the night. This is a popular spot for instagtam models and tourists to take selfies and pictures during the sunset. Reaching the rooftop is challenging: Entering the mall from the boardwalk/street, take the mall elevator to the sixth floor and head inside the mall, following signs on the south side for the Hilton hotel (The Hilton hotel is above the indoor mall). The hotel entrance is a side alley on the 6th floor with elegant signs. Heading up the winding hallways, you reach elevators from the 7th floor to the 17th floor. Take that up to the 17th floor and head out following signs to the nearby restrooms. The next set of elevator runs from floor 17 to 35, but the top floor doesn't require a hotel key! Take these elevators to the 35th floor. Be mindful the floor drops 1-inch downwards about 6-inches from the safety railing on all sides! It's marked with yellow/black caution-tape, but you'll stumble into the railing squeezing around chairs!
Really great atmosphere and awesome design for a rooftop bar. The restaurant is amazing. Food and drinks are also reasonable. Terrific views at night and day. DJ played great music also. Highly recommended to visit while in pattaya.
Beautiful, laid back and chill bar. The seating is comfortable and the blue lighting adds a nice vibe to the night views of the city. Pretty pricey, but not unreasonable, and sometimes reservations will be required. They do take Amex since it’s a Hilton bar.

Tips for Visiting Restaurants & Food
Learn the Spice Scale
Say 'mai pet' for no spice, 'pet nit noi' for a little spice, or 'pet mak' if you want it Thai-hot. Most cooks will default to a toned-down version for foreigners unless you specify otherwise.
Follow the Crowds
The busiest street stalls are almost always the best — high turnover means fresh ingredients and a recipe that locals vouch for. An empty restaurant at dinner time is a red flag.
Ice Is Safe
Factory-made tube or cylinder ice (used in virtually all restaurants and stalls) is made from purified water and is safe to consume. You don't need to skip the iced Thai tea.
