Central Pattaya on Beach Road comes first and Terminal 21 in North Pattaya second, with Central Marina and Royal Garden Plaza close behind. Harbor Pattaya would be here too, but Google has it marked temporarily closed, so I've left it off until it reopens.
Five of the eight sit along Beach Road and Second Road in central Pattaya, close enough to string together in one afternoon with air conditioning never far away. For bargains, Central Marina Outlet advertises everyday discounts of up to 80% on sportswear, while Outlet Mall Pattaya sits out on Thep Prasit Road and is easiest by Grab. Most of these malls open at 11:00 and close at 22:00, an hour later on Friday to Sunday at Central Pattaya and Terminal 21. Tukcom and Outlet Mall Pattaya close earlier, so I'd do those first.
