You come here for the view. The hill sits above Hua Hin and gives you the town laid out below with the coast beyond it, which is a rarer thing than it sounds in a place this flat at street level. The Buddhist site on top gives the visit a bit of weight, and the grounds are kept tidy, but I'd be honest with you: it's the panorama that people remember, not the religious detail.
Go late in the afternoon, when the light softens and the heat drops. Early morning is the other good window and it's much quieter than the middle of the day, when there's little shade and not much reason to linger. You don't need to know anything about Thai temple custom to get something out of it. Half an hour up top is plenty unless you're waiting for the sun to drop.
