The Honest Answer: The Green Bus, and It's Not Close
Chiang Mai to Chiang Rai is about 190 km and 3 to 3.5 hours by road, and the Green Bus is both the cheapest and the standard way: 11+ departures a day from Chiang Mai's Terminal 3 (Arcade), 07:00–18:30, from roughly ฿260 for express class walk-up to ฿400–600 for the 24-seat VIP booked online. Minivans run about ฿520–550, and a private car or taxi (฿1,950–3,000, about 3 hours door to door) is the only option that can stop at the White Temple on the way. There's no train. The bus lands at Chiang Rai's downtown Terminal 1 beside the Night Bazaar, better placed than most hotel transfers manage. Arrive at Terminal 1, downtown
Buses call at Chiang Rai's Terminal 2 (7 km south on the superhighway) first, then terminate at Terminal 1 beside the Night Bazaar. Stay on unless you're staying by the highway.
No train, no sensible flight
Thailand's northern rail line ends at Chiang Mai and no railway reaches Chiang Rai. Flying means backtracking via Bangkok, and it takes longer than the bus.
The White Temple is not a bus stop
Scheduled buses run past Wat Rong Khun, 13 km before Chiang Rai. I'd see it from town on the ฿20–30 local bus from Terminal 1, or book a private car with a stop negotiated in.

Chiang Mai to Chiang Rai by Bus: Green Bus Classes, Fares and Terminals
Terminal 3 out, Terminal 1 in — the geography that matters
Green Bus departures leave Chiang Mai's Bus Terminal 3 (the Arcade complex, a ฿100–150 Grab from the Old City) and run the divided highway north in 3 to 3.5 hours. Express X-class gives you a modern coach with a toilet; V-class VIP drops to 24 wide seats with a snack thrown in. Buy at the Terminal 3 counters, on the Green Bus site, or through booking platforms. Counter fares are cheaper, but online buys you a reserved seat without the trip to the terminal.
Arrival geography is worth knowing. Buses call first at Chiang Rai's Terminal 2, seven kilometres south on the superhighway, before terminating at Terminal 1, the old station right downtown beside the Night Bazaar, walkable to most old-town hotels. Stay on until Terminal 1 unless your accommodation is out by the highway. If you do end up at T2, shared songthaews shuttle into town for pocket change.
Chiang Mai to Chiang Rai via the White Temple, Without a Tour
Wat Rong Khun is on this road — but not on the bus schedule
Wat Rong Khun, the White Temple, sits just off the highway about 13 km before Chiang Rai, and the single most-asked question on this route is whether the bus stops there. Scheduled services don't: a sightseeing stop is a tour-product feature, not a Green Bus one. You've got two clean ways to do it. The simplest: continue to Terminal 1, drop your bags, and take the local bus back out. It leaves from the downtown terminal, costs ฿20–30, runs every 20–60 minutes through the daytime, and stops in front of the temple. Doing it as a half-day trip from Chiang Rai also means seeing it without your luggage in tow.
The alternative: a private car for the intercity leg (฿1,950–3,000) with a White Temple stop negotiated in. That's sensible for groups, and the driver waits while you visit. Day tours from Chiang Mai that hit the White Temple, Blue Temple, and Black House in one loop exist in quantity, but they return to Chiang Mai. They're a different product than actually relocating to Chiang Rai.
My advice: take the Green Bus to Terminal 1, check in, then do the White Temple as a ฿20 local-bus outing the same afternoon or next morning. Save the private car for groups of three-plus who want the temple stop en route.
