It's a Walking Street bar built for the second half of the night, running through to 4am every day of the week, and the mid-range pricing means you're not paying a premium for the address. On a strip where the cost of a drink can swing wildly from one doorway to the next, that counts for something.
I'd treat it as either a base or a staging post. If you want to plant yourself somewhere for a few hours and let the night come to you, it works. If you'd rather drift between venues, everything else on Walking Street is a few steps away, so there's no penalty for moving on. Turn up around opening and it's a calmer room. Turn up at 1am on a Saturday and you'll get the full Pattaya version, loud and packed. Both are valid, they're just different nights out.
