This is where your Koh Samet trip starts and ends, and that's about all it is. Boats run from Ban Phe across to the island from 07:00 to 19:00 every day, and the crossing takes roughly half an hour depending on which boat you're on and where it drops you. Don't come expecting a pretty waterfront. It's a functional pier with ticket counters, lines and a lot of people wrangling bags.
My advice is to treat the last departure as a hard deadline rather than a target. Turn up at 18:50 in high season and you may find yourself watching the boat leave without you. Same goes for the morning rush, when the day-trip crowd stacks up. If you're carrying big luggage, expect to hand it over and haul it yourself at the other end. The loading is basic. It works, but nobody's going to baby your suitcase.
