The white chedi is the reason to come. It's said to hold relics of the Buddha, which makes this one of the more spiritually weighted spots in Isan, and the pilgrims who turn up to pay respects treat it accordingly. The style is Lao-influenced, as you'd expect this close to the border, and the grounds spread out with smaller shrines, statues and ceremonial structures that most people walk straight past on their way to the main event. Don't. Give it forty minutes and wander slowly.
Early morning is my pick. The monks are up and about, the light is kind, and you'll likely share the place with local worshippers rather than tour groups. That's the thing here: it's a living temple first and a sight second, which is what keeps it from feeling staged. Come mid-afternoon in hot season and you'll just be squinting at white stone.
