Nothing else in the northeast looks like this. It's an outdoor sculpture park near the Mekong, filled with enormous concrete figures pulled from both Buddhist and Hindu stories: multi-headed nagas, seated Buddhas several storeys tall, demons and gods and scenes from mythology, all built to the vision of one local spiritual teacher. The scale is the point. You walk garden paths between them and keep having to tilt your head back.
If you like religious art, folklore, or just strange places built by singular minds, give it a couple of hours. If you're only in Nong Khai for temples and the border, you could skip it, but I think that would be a mistake. It pairs well with a day trip from Udon Thani, and it's a far more interesting stop than most things on that road.
