Live music is the whole point here. This is a Khon Kaen branch of the Tawandang name, the Thai brewery-hall format where a band plays, the tables are long and the night runs late. The crowd leans local rather than tourist, which is exactly why I'd put it on the list. You're not going to hear anyone shouting requests in English.
Go for the noise and the company, not for a quiet drink. Food and drinks come alongside the entertainment, so treat it as dinner that turns into a night out rather than a bar you drop into for one. Doors open at 7pm every night of the week and it runs to 2am, and the room fills as the evening goes on. Turn up early if you want a table with a decent view of the stage, because the late arrivals end up at the back.
The location on Rop Mueang Road puts you in the city center, close enough to most Mueang Khon Kaen hotels that a short ride sorts it.
