This is a weekend evening thing, and if you turn up on a Tuesday afternoon you'll find nothing. The gates open at 5pm on Friday, Saturday and Sunday, and the crowd is largely Khon Kaen University students, which sets the tone: cheap, loud, young, and more about wandering with a snack in hand than serious shopping.
Stalls run to secondhand clothes, accessories and street food, and the layout is compact enough that you can do a full loop and then go back for the thing you were thinking about. My advice is to treat it as an evening out rather than an errand. Eat here, browse, buy something you didn't plan on. If you want quiet, come close to 5pm, because it fills up as the night goes on. Friday winds up at 10pm while Saturday and Sunday run to 11pm, so the weekend nights have a longer, easier rhythm.
