This is a local afternoon, not a sightseeing stop. It's a stretch of riverside in the Chaeramae area on the edge of Mueang Ubon Ratchathani, and the point of it is simple: sit by the water, order something, stay a while. Families come, couples come, groups of friends come. If you turn up expecting a resort beach you'll be confused. If you turn up expecting somewhere easy to spend two hours, you'll get on with it fine.
Timing matters more than anything else here. Midday sun on an open riverbank in Isan is punishing, so I'd aim for late afternoon and stay into the evening, when the heat drops off and the crowd builds. That's also when the place feels most like itself, with food and drink vendors working the evening trade. Wear light clothes and shoes you don't mind getting sandy or muddy, since the ground shifts with the season and the water level.
